One scheme. Three things to distinguish.

What land pooling actually changes
Owners contribute land to a planned development scheme. The authority combines and replans it, reserves land for roads, public uses and its share, and returns a smaller area as reconstituted residential and commercial plots under the applicable package.
Original land
Identified by revenue village, survey number, subdivision, extent and title documents. This is the land being offered into the scheme.
Returnable plot
Identified by an allotted plot number/code, layout, use, area and boundaries. It is a new planned plot; its location need not be the original field.
Development on the ground
An intent notice, signed agreement, allotment, possession and completed services are different milestones. Ask which one the available documents prove.
This independent reading guide explains public records as checked on 21 September 2026. It is not an APCRDA service, a title certificate or a substitute for advice on a particular agreement.
2026 changes
Phase 2 is progressing through notices
APCRDA’s Phase 2 directory now includes Mothadaka as well as the earlier seven-village programme. Nine published unit notices cover eight village headings because Pedaparimi is split into two units. The linked documents are declarations of intention (Notification-I).
27 August · Mothadaka
A further intent notice appears in the official directory. Its target area and a conflicting Schedule B heading need to be read together; see the document finder below.
1 May · Capital Region
G.O.90 raises first-year annuity to ₹40,000 for dry land and ₹60,000 for Jareebu land per acre, changes the loan cutoff, and moves plot preferences to Form V-A after Form V.
10 July · Capital City
G.O.147 separately raises the annuity base for Form 9.14 deeds executed on or after 12 June 2024. It does not say that every original 2015 participant restarts on this package.
G.O.252 (2 December 2025) authorised 16,666.57 acres of patta plus assigned land across seven villages. Its roughly 20,494-acre geographic figure is a different measure. Later notices use a mixture of RSR area and area excluding government land. Adding these numbers into a single “acres already pooled” total would be misleading.
No scheme-wide current consent total, final allotment register or development-completion status has been established by these intent notices. Publication alone does not show that every owner has joined. Dates shown below are notice dates; objection periods run from publication, subject to applicable orders.

Nine Phase 2 notices and 30 original village/unit schedules. Search the original schedules by main survey number. A reference helps you find evidence; it does not decide whether a holding is eligible or already pooled.

Capital City and Capital Region are different legal tracks
The familiar “Phase 1 / Phase 2” labels help navigation. The legal test is the notified area and the rules cited in the actual notice and signed deed.
| Question | Capital City scheme | Capital Region scheme |
|---|---|---|
| Governing rules | 2015 Rules (G.O.1), as amended. | 2025 Rules (G.O.118), as amended, including G.O.90 of 2026. |
| Geographic scope | Amaravati Capital City notified area. | Rule 4 applies to the Capital Region except the Capital City, which continues under the 2015 Rules. |
| Agreement | Form 9.14 Development Agreement cum Irrevocable GPA; also check the applicable variant and later supplementary deed. | Form V Deed of Contract, alongside consent and surrender forms. |
| Ownership certificate | Form 9.24 LPOC. Form 9.25 is the published details/register, not the individual certificate. | Form VI LPOC. |
| Practical check | Read the deed date, annexures and applicable amendments. | Read Notification-I/II/III, the land category and amended Form V terms. |
A recent transaction inside the Capital City does not automatically put the land under the 2025 Rules. Obtain the current consolidated rules and certified case documents from the competent authority before signing.
Return plots
How much developed land is returnable?
The standard patta package is expressed per acre surrendered. Residential and commercial entitlements are separate. The final title classification, admitted extent, plot-size options and allotment determine the actual result.
| Recorded category | Residential | Commercial | Total return area |
|---|---|---|---|
| Dry land | 1,000 sq yd | 250 sq yd | 1,250 sq yd |
| Jareebu / qualifying semi-urban category | 1,000 sq yd | 450 sq yd | 1,450 sq yd |
For illustration, two admitted acres of dry patta land correspond arithmetically to 2,000 sq yd residential plus 500 sq yd commercial entitlement. This is not a promise of two specific plots, a particular frontage or a market value. One acre is 4,840 sq yd.
Jareebu describes the recognised land category in the record; it is not a label to choose because a site is near water. Specified village benefits and assigned-land rules can differ. Use the entitlement recorded by the authority.
Five-village benefits in the original scheme
G.O.59 and G.O.61 of 2015 address Bethapudi, Navuluru, Yerrabalem, Penumaka and Undavalli as revenue villages, specifying the 1,000 sq yd residential + 450 sq yd commercial package and the stated Jareebu-rate annuity irrespective of land category. G.O.79 separately addresses assigned land there. These historical provisions must be read with G.O.41 of 2016, the recognised holding category and later applicable orders; village names alone do not settle title eligibility.
The unreturned area supports roads, open spaces, social uses and the authority’s share under the scheme. An agricultural acre and a return plot are different assets; no appreciation or investment return is assured.
Annuity and assistance
Match the payment to the agreement cohort
Do not combine rates from different years or restart an older participant’s clock. A rate in a rule is an entitlement provision, not proof that payment has been received.
| Cohort | Dry / Jareebu | How to read it |
|---|---|---|
| Original Capital City cohort described in the February 2025 RPF | ₹57,000 / ₹95,000 in year 10 (2024–25) | The RPF records extension through 2029–30 without further enhancement. Earlier base: ₹30,000 / ₹50,000 with ₹3,000 / ₹5,000 annual additions for the first ten years. |
| Capital City Form 9.14 deeds executed on or after 12 June 2024 | ₹40,000 / ₹60,000 annuity base | G.O.147, 10 July 2026: ten-year package for this specified cohort; remaining provisions unchanged. Confirm the applicable year and adjustments in the deed/payment record. |
| Capital Region 2025 Rules, as amended 1 May 2026 | ₹40,000 / ₹60,000 in the first year | G.O.90 changes the first-year amounts. The published Rule 16 table retains ₹3,000 / ₹5,000 annual increments for the ten-year period; these are fixed additions, not compound interest. |
Other support is conditional
The 2025 Rules include eligible landless-family pension of ₹5,000 per month for ten years, orchard compensation of ₹1 lakh per acre, and specified education, health, livelihood and housing measures. Their residency, land-category and other conditions matter. Original Capital City pension extension described in the RPF is a separate cohort.
Agricultural loan waiver
G.O.90 changes the 2025 Rule 16(6)(a) cutoff to loans existing before 2 December 2025, with a one-time cap of ₹1.5 lakh per family and stated eligibility conditions. It is not an automatic waiver of all property debt.
Less than one acre
The original Capital City RPF records a minimum one-acre annuity payment for qualifying contributors below one acre. Do not apply a historical minimum, pension rule or special-category exception to another scheme without checking that scheme’s current entitlement order.
Historical dates and pension indexation
G.O.75 of 2015 specifies payment on or before 1 May for ten years for agreements entered on or before 1 May 2015. G.O.362 of 2018 adds CPI-linked pension indexation to the historical pension provision. Later extension and rate orders must be checked for the particular year; these older orders alone do not establish the current amount due.
For a real payment question, collect the agreement date, eligible acreage/category, annuity year, sanctioned amount and bank credit record. This guide does not establish payment arrears for any individual.
Allotment
From survey number to allotted plot
Keep a dated copy of the document at each stage. The stages below explain the 2025 Capital Region route; the original Capital City form equivalents follow underneath.
1. Confirm the notified land
Match village, survey/subdivision, boundaries and extent against Notification-I, its schedules, FMB and revenue records. Submit objections within the published period and retain the hearing/order record.
2. Establish authority and give consent
Form I records consent; Form II acknowledges it. The authority checks title, joint interests, land class, assigned-land eligibility and disputes. A public name or a GIS match does not replace these checks.
3. Record surrender and the contract
Form III records surrender of title and possession; Form IV acknowledges surrender and entitlements. Form V sets the authority’s contractual duties. Read the actual completed documents together before execution.
4. Record plot preferences
After the May 2026 amendment, preferences are submitted separately in Form V-A after execution of Form V. Joint owners may state their preference for joint or separate plots. A preference is not a guaranteed location.
5. Review the draft and final scheme
Notification-II publishes the draft for responses; Notification-III is the final scheme after the authority considers them. If the boundary changes, obtain the applicable modified notification as well.
6. Attend allocation and obtain the LPOC
Rule 18 requires fair, transparent drawing of lots and excludes road-hit “veedi sula” plots from allotment. Obtain the allotment record, Form VI LPOC, plot sketch, area, use and boundaries; reconcile the new registration/revenue entries.
7. Verify possession and services separately
Get the physical handover record and survey the allotted plot. Check roads, drainage, water, sewerage, electricity and the written completion record against the development scheme. An LPOC alone does not prove all amenities are operational.
Original Capital City form trail
Form 9.1 intent → consent/title scrutiny and Form 9.14 agreement → Form 9.20 draft scheme → Form 9.22 final scheme → allotment → Form 9.24 LPOC → Form 9.28 physical handover. Forms 9.29 (completion notice), 9.30 (mutation details) and 9.31 (completion certificate) address later implementation. Preserve supplementary agreements and subsequent sale deeds.
Is the plot chosen by lottery?
The historical Capital City handbook describes a computerised lottery. G.O.92 of 2024 amends the Capital City provision to allow lottery or another transparent and fair method determined by Government / Commissioner. The 2025 Capital Region Rule 18 separately provides for drawing of lots. Ask for the applicable published allotment procedure and results.
Can the returned plot be in another location?
Yes. The original Form 9.14 contains a near-original-location preference subject to planning needs and authority powers. The 2025 Rule 18(5) permits the same vicinity or another revenue village/area and allows consideration of joint grouping requests. Neither amounts to a guaranteed corner, road width, facing or original survey location.
The agreement
Read the development agreement as a set of obligations
The signed form, its schedules and subsequent amendments matter more than a brochure. These are the clauses to have explained against your own documents.
| Issue | Capital City: Form 9.14 family | Capital Region: Form V |
|---|---|---|
| What is signed | Development Agreement cum Irrevocable General Power of Attorney. G.O.52 replaced Form 9.14; G.O.84 subsequently substituted the G.O.74 Form 9.14A as 9.14B. Identify the actual variant. | Statutory Deed of Contract under Rule 19(6), read with the separately executed consent and surrender documents. |
| Owner’s land and risk | Schedule A identifies contributed land; original title documents, title warranties, indemnity, mortgages/dues and third-party claims need scrutiny. | Check Schedule Property, surrender acknowledgement, admitted extent, title representations and eligibility before accepting the entitlement schedule. |
| Authority’s powers and duties | Irrevocable development powers, reconstitution and disposal of its share; scheme infrastructure and supplementary allocation agreement. | Approved-plan development, services, plot allocation, LPOC, record updates and maintenance obligations in clause 2. |
| Changes and disputes | Clauses on compensation claims, stoppage, damages, authority adjudication and cancellation are consequential. Have a lawyer explain their effect and applicable law; do not assume every printed restriction is enforceable. | Clause 8 requires written agreed changes. Clause 9 expressly describes public-law and appropriate civil remedies. Force-majeure notice conditions appear in clause 7. |
Before signing: eight things to reconcile
1. All owners, heirs, mortgages and authorised signatories. 2. Village, survey/subdivision, extent and four boundaries. 3. Dry/Jareebu and title/assignment category. 4. Residential and commercial entitlement separately. 5. Annuity cohort, start year and payee. 6. Plot-choice form and treatment of joint/fractional holdings. 7. Infrastructure scope, milestone start dates and valid extensions. 8. Corrections, remedies, notices and a complete signed copy with annexures.
A blank template is not your executed agreement
Download the official form for reading, but obtain the certified signed deed and supplementary allotment documents for the specific holding. Do not sign incomplete schedules or infer a promised plot from an unsigned sketch. Review legal effects and available remedies with an independent property lawyer.
Development milestones
Three clocks, with different starting points
These are duties in the published 2025 Rules and Form V, not a statement that work has already been completed. Rule 20(3) allows the authority to extend activity timelines for valid reasons.
| Milestone | Published time limit | Clock starts at |
|---|---|---|
| Final scheme notification | Within 180 days | Declaration of intention (Rule 19(5)), subject to applicable extensions. |
| LPOC delivery | Within 9 months | Surrender of the land (Rule 18(6); Form V clause 2(j)). |
| Actual possession of the return plot | Within 12 months | Final LPS notification (Rule 18(7); Form V clause 2(k)). |
| Scheme infrastructure | Within 3 years | Issue of the LPOC (Rule 18(8); Form V clause 2(l)). |
The original 2015 Rules use different triggers: Rule 11 sets marking/allotment/LPOC stages after final notification; Rule 12 provides for possession within twelve months and phased infrastructure within three years of the final LPS. Form 9.14 also addresses a supplementary allocation agreement within 270 days of scheme sanction. Do not substitute the newer LPOC-based development clock into an older deed.
To assess delay, first assemble the actual surrender date, final notification, LPOC, handover and any reasoned extension orders. Check site progress against the approved scope rather than using an announcement as a completion certificate.
Eligibility and exclusions
Not every holding gets the patta package
Assigned land, government land, disputed interests and existing layouts require their own rule-based decision. An entry in a village schedule does not settle that decision.
| Rule category | Residential sq yd | Commercial: dry / Jareebu | Annuity distinction |
|---|---|---|---|
| Qualifying ex-service / political-sufferer / freedom-fighter assignments, and qualifying pre-18 June 1954 assignments | 1,000 | 250 / 450 | Subject to the qualifying category conditions. |
| Qualifying later assigned land — Rule 8(4) | 800 | 100 / 200 | Check the category and admitted beneficiary. |
| Category IV: resumed / sivaijamadar cases — Rule 8(5) | 500 | 50 / 100 | The Rule 16 table shows nil annuity. |
| Category V: eligible unobjectionable government-land possession before 1 January 2019 — Rule 8(6) | 500 | 50 / 100 | Do not copy Category IV’s nil treatment onto Category V; use the actual table and eligibility decision. |
| Category VI: objectionable government-land category — Rule 8(7) | 250 | 0 / 0 | The Rule 16 table shows nil annuity. |
Layouts and village settlements
2025 Rule 10 excludes approved or regularised layouts. Rule 9 separately deals with qualifying plots in unapproved layouts registered before the rules: a nearest standard residential plot up to 65% of area including common area, capped at 500 sq yd, subject to its conditions. This is not general layout regularisation. Rules 11–12 address gramakantam/village sites and qualifying extended habitations; consult FMB/RSR and the declared boundary.
Disputes, institutions and missing survey references
Rules 8, 14 and 17 require scrutiny of assigned, endowment/Wakf, disputed and survey-mismatch cases. Missing/overlapping survey references are to be reconciled with revenue/survey authorities. A civil title dispute cannot be resolved by this finder or by labelling an applicant an owner.
Objections and grievances
Notification-I and Notification-II each provide a 30-day response opportunity measured from publication under Rule 19. Rule 5(6) and Rule 8(9) contain specific appeal routes and short time limits for specified orders. Obtain the served order and applicable route immediately; Rule 20(4) identifies the competent authority/Commissioner for grievances. Do not calculate a legal deadline only from the date printed in this guide.
Original Capital City area objections
G.O.58 and the later G.O.139 of 2015 amend the original Rule 7 area-approval process. G.O.139 provides for the Commissioner-approved final area in Form 9.5 and a specified appeal to Principal Secretary MA&UD within fifteen days of the Commissioner’s order. Obtain the actual order and qualified advice promptly; the 2025 appeal provisions are a different track.
These categories are condensed for orientation. Their conditions, exclusions and adjudication cannot be replaced by the table. Original Capital City assigned-land entitlements must be checked against its own amendments, not this 2025 table.
For owners and buyers
The documents that connect the chain
Use this checklist for the specific property. Keep official-source facts, seller statements, calculations and independent checks separate.
Before offering original land
Title chain and current revenue record; exact subdivision/FMB and area; notification schedule; co-owner/heir/authority and mortgage documents; classification and entitlement decision; completed consent, surrender and contract papers.
Before buying a return plot
Executed development agreement and supplementary allotment record; LPOC and plot sketch; registration/mutation trail and later transfers; current encumbrances, litigation and seller authority; site demarcation, lawful access and use/building restrictions.
Before treating it as serviced
Approved layout and development scope; actual road, water, drainage, sewerage and electricity status; physical handover; written completion records and any pending works, charges or maintenance obligations.
Under 2025 Rule 15(4), a sale before LPOC requires the competent authority’s NOC and the purchaser’s irrevocable consent to participate in LPS. A private receipt or a survey-map screenshot cannot substitute for those requirements.
Quick answers
The questions people ask first
Short answers, with the important limits kept visible.
Does my survey number prove my land is pooled?
No. A historical Schedule 2 entry or Phase 2 intent range is a way to locate records. Establish the exact subdivision, notified boundary, eligibility, consent/surrender, executed agreement and final scheme status for that holding. Government and excluded land can appear in area schedules.
Are survey numbers and APCRDA plot codes interchangeable?
No. A survey number identifies original revenue land. A return-plot code identifies a reconstituted plot. Use the LPOC, annexed sketch, supplementary deed and official mapping to connect them.
Is pooling the same as compulsory acquisition?
No. LPS uses participation, surrender and return-plot arrangements under its statute/rules. Compulsory acquisition has a separate legal process and compensation framework. An intent notice does not itself establish every owner’s consent; nonparticipation does not answer whether a separate acquisition process exists.
Can I get my original agricultural field back as the return plot?
There is no general guarantee of the same field, facing or frontage. The rules permit reconstitution and relocation. Check the location provisions, options and actual allotment.
Does an LPOC mean all infrastructure is finished?
No. The certificate, actual possession and completed services are separate documents/milestones. Check the scheme’s development obligation and the site.
Where can I get a missing subdivision list or correction?
Start with the APCRDA competent authority/LPS unit identified in the notice and the relevant revenue/survey office. Request the authenticated village-wise Schedule B, FMB/RSR/Webland extract for the holding, modified/final notification and written resolution of any mismatch. A missing public entry is not a finding of exclusion.
Can I claim the higher 2026 annuity on every old agreement?
No blanket conclusion follows. G.O.90 concerns the 2025 Capital Region Rules. G.O.147 concerns Capital City Form 9.14 deeds executed on or after 12 June 2024. Earlier participants have their own annuity-year and extension record.
Does a free LPOC make every future transaction free?
No. The 2025 Rule 16 addresses stamp/registration treatment of surrender and the LPOC, and the original Rules address initial LPOC registration. Do not extend those provisions to every later sale, building permission or tax event. Check the current instrument-specific charges and tax treatment before transacting.
Scope and vocabulary
How to use this dossier responsibly
This edition brings together the public statutory documents, amendments, original village schedule links and Phase 2 notices found and checked for this research. It is a dated research edition, not a claim that every unindexed office file or later individual order is online.
The original index contains 30 village/unit rows. We extracted only distinct main survey numbers from the survey-reference column of the linked 2015 intent workbooks; subdivision suffixes and all personal fields are omitted. These are document appearances, not a certified register of surrendered land. A small number of nonstandard cells could not be parsed. Supplementary notices, revisions and current revenue records must be checked separately. Some workbooks overlap unit coverage or contain unusual numeric survey references (for example, 5372 in the Nowlur workbooks). Such entries are document references, not corrections to an official boundary; confirm the intended survey/subdivision with the authority.
Phase 2 notices enumerate broad survey ranges for Vykuntapuram and the two Pedaparimi units. The other six refer to Webland without reproducing a complete survey list. We have not filled those gaps with guessed ranges. Village-heading discrepancies are flagged beside the relevant notice.
Official original spreadsheets may themselves contain personal information. We link to the official source but publish no extracted owner names, identification numbers, account details or contact lists. The public finder contains only village/unit and main survey references.
Terminology: patta = the relevant private-title category; Jareebu = the recognised irrigated/multi-crop category; RSR = Resurvey and Settlement Register; FMB = Field Measurement Book; gramakantam = village-site land in the applicable record; LPOC = Land Pooling Ownership Certificate; reconstituted plot = the return plot created by the scheme. English summaries do not replace the notified legal text.
Not established here: a certified current owner register, complete current Phase 2 subdivision schedule, per-owner consent/payment status, plot-by-plot completion, or the outcome of every court proceeding. Use the specific official file and independent legal/site verification for a transaction.
